Globe tightens fair-use policy by implementing a 1GB/day cap
Back in December, NTC along with local telcos proposed to cap the bandwidth on internet broadband to improve their service in terms of speed and uptime. It was met with a lot of objections from consumers and this prompted NTC to hold a public forum in January that resulted to the scrapping of the idea.
However, we just learned that Globe recently implemented a 1GB daily bandwidth cap on their broadband services as part of their fair-use policy. This fair-use policy is not new to mobile broadband subscribers especially prepaid ones who uses unlimited deals. In fact there’s already an 800MB daily bandwidth cap in their Unlisurf promo, but that’s fairly understandable since mobile internet is commonly used for light and personal consumption.
This 1GB cap is for all their broadband services to eliminate abusive subscribers who uses their network bandwidth to download pirated content such as softwares and videos. The problem here is that those who use the internet to download legal stuff such as distros and legally paid softwares/games, view YouTube HD content or those from a large household will surely be affected.
Globe says that about 5% of their subscribers uses 80% of the network’s bandwidth and the 95% of the remaining users are left with only 20% of their capacity.
“Globe implemented a policy that promotes a more responsible way of using the Internet that will ensure fair and optimum usage of its broadband services across all subscribers,” the company said.
The usage cap, it said, would affect only users who download data in excess of 1 gigabyte a day, or the equivalent of about 250 MP3 songs.
1 GB daily is just not enough. For personal use maybe but once you hit two or three concurrent users, that 1 GB will easily be consumed. This would greatly affect gamers who legally download content online (e.g. Steam users) or those who wish to download huge iPad games from the App Store. Or how about those freelance designers that deals with high-res content and constantly upload them to the cloud for storage or submission.
There will be a lot of unhappy Globe subscribers. I’m thinking that Globe broadband internet will only be the home of casual internet users or for single-use only.
How do you think Globe could fix this? Increase the cap limit? Bucket pricing? Remove the cap altogether? Do share your ideas.

A lot of globe subscribers will be forced to migrate to another ISP if this 1 gb limit includes wired dsl plans. This is ironic because a lot of my friends who subscribed to wi-tribe(with cap)recently switched and subscribed to Globe DSL, thinking there is no cap limit.

Masuwerte yung puwedeng lumipat. Eh paano kung sa AREA ninyo walang ibang ISP? Ano ang gagawin mo? Mukhang imposible pero marami pa ring area SA METRO MANILA ang hindi nakakapag-provide ng internet services except for some which has one or suwerte na kung may dalawa.
Probably they will revert back to no-capping policy after a few months…

meron yan sa Smartbro. di lang pansin maxado and we need to investigate more to it. usually kasi pag na reach mo ung alloted data mo like sa Globe (data policy nila) bumababa ang speed natin.. it applies to all ISP na nag e-implement ng Data Usage Policy, which is unfair sa mga subscriber ng unlimited in my opinion.

Smartbro does too. If you are familiar how motorola canopy works then you’ll see. Although understandably they do not admit it when you call customer service as to why your speed suddenly drops to almost a crawl or you lose connection entirely.
Their usual reply: “There is a technical activity being done at the base station.” If you ask them what kind (hardware/software)… They will not say. If you ask when the service will normalize, they are non-committal. When it comes to your bill, they e-mail and even text you on your cell to “REMIND” you your bill is due.
What to do? Threaten to report them to the NTC and DTI and follow up that threat with an e-mail addressed to the two latter entities cc: Smartbro… For sure one of the Reps will call on you to EXPLAIN/DEFEND their side.
Smartbro does too. If you are familiar how motorola canopy works then you’ll see.
A brilliant marketing strategy! Instead of upgrading your service, cripple your existing consumers! I bet people will be subscribing to Globe in droves!

Globe should clamp down on the 5% abusive users instead of “penalizing” the 95% of its subscribers. Does not make sense at all.

However, the problem is identifying those 5%. And where did they get those numbers? I think they are just throwing us “ceiling figures”… that is, they look at ceiling and ‘guess’ the figures. LOL.
Another problem is their definition of ‘abusive users.’ How can they delineate categories between someone downloading a 6-CD Linux Distro from someone downloading a pirated HD movie? Both would exceed the 1GB limit.
So if going above the 1GB limit is the only criterion for an ‘abusive user’, both the legal and illegal downloaders fall in the same category.
Now, I use Linux. I download distros all the time. I hate to be labeled ‘abusive user’ when I pay fairly for the service rendered.
Globe needs fresh leadership, for fresh ideas.

im a steam user and have a lot of legally owned games/applications. OS and application updates alone can can be in the GB department.
as for steam games:
8GB for TF2
16 and 17GB for GTA4 and EFLC respectively
and thats just two great games from steams catalog of hundreds
with globe wimax, we have a 23gb/mo cap.
with smartbro (canopy), they have implemented Data Use Policy as well, they just wont admit it, or at least their call center agents are not informed of it (i know they have implemented it as by law, if im not mistaken, ISPs are required to implement similar policies). im not sure what their bandwidth cap is though.
I think dapat nag upgrade nalang sila ng system. I’m a globe user and as a freelance web designer Im sure na apektado ako nito. PAno nga naman yung mga legal mag DL and with the advent of Internet TV what would happen to Globes broadband service? Theyre simply stupid.

One solution that I could think of now – SWITCH TO PLDT (Smart Bro and PLDT MyDSL)or try Liberty Telecom’s WI-TRIBE. Some techies think that PLDT’s purchase of Sun Cellular has something to do about Globe’s bandwidth cap. Question is IS THIS THE END FOR UNLIMITED SERVICES? But I am still holding on PLDT’s word that Sun’s “unlimited” services will stay. I think there should be another strong 3rd player.
San Miguel Corporation’s LIBERTY TELECOM is a potential 3rd player. They operate interet service provider WI-TRIBE. Sadly they impose a bandwidth cap on their services but its understandable since the their network is still small. Good news is San Miguel found a partner in Qatar Telecom to invest in Liberty Telecom. This will give them more capital and expand their network. I hope they could offer cellular telephone service.
Another potential 3rd player is Bayantel. The Lopez-led company only offers landline and DSL service in selected areas of the country. Their application to roll out a cellular network is still pending in NTC.
For now PLDT’s empire is only our hope for our unlimited services to continue. There are still benefits on this PLDT-Digitel deal. the combined network of Digitel (Sun Cellular) and PLDT (Smart) will be better. Let’s hope and pray that PLDT will keep their word.
wait for the 4th player take into place. It is under San Miguel Corporation. They are still in building progress. Based from rumors, San Miguel’s Telecom looks promising…

Magulo ang Wi-Tribe in the insides. kaya sobrang bumagal ang pag-angat sila. Last chika I heard is hinaharang ni SMC ang mga marketing plans ng Wi_tribe. Sayang LTE pa naman sila on a country na ang top 2 ay naka WiMAX.
Accdg sa plan nila last year they should have rolled out LTEs by this year sa telecom kaso having two companies owning the operations ay masakit sa ulo. Masyadong sigurista ang SMC, skeptic masyado. That just sucks. ayaw mag risk for a good competition.
Wi-Tribe’s is not actually a bandwidth cap but a DATA CAP like what Globe is trying to implement. They offer bandwidth speeds of up to 6mbps with limit of 1GB. That speed is meaningless once you consume your DAILY ALLOTMENT. Once you do, your BANDWIDTH SPEED Drops to 256kbps until your next daily cycle comes.
The only difference is, Wi-Tribe is upfront with this “FAIR USE POLICY” information at the onset. So for a discerning would be subscriber, the choice is his/hers if they want to subscribe to Wi-Tribe.
As for Globe, what were they thinking when they came up with DATA CAPPING? What about those who are already subscribed to the service? They would now be paying the same amount for LESS regardless of BANDWIDTH SPEED.
I work for an IT company and I always work at home. I am using Globe’s wired Broadband for my IT work and on average I average on 2GB or 3GB a day. I need to switch broadband quickly!

Btw i just called globe to ask about this and they said they are not implementing this fair usage policy for wired broadband subscriber. The globe sales person said that it is only for wimax subscribers… Can someone please confirm? Thanks!
that’s a good thing… not for wimax subscribers though. i think Globe is not yet fully committed to implementing this. now that the cat got out of the bag quickly and they saw how the people reacted, they’re taking things very slowly and carefully. i hope they would retract it or somehow revise it in such a way that it would be also beneficial to the subsrcibers.
The stupidiest implementation of unlimited is putting a limit into it. This is not the military where the fault of one is fault of all. If its 1GB/day, does that mean 30GB/mo? That I get additional limit tomorrow if I don’t get to use the 1GB today?

downloading or not, you use up bandwidth. Youtube ‘streams’ data to your computer that is generally downloading. In general, using the internet uses up bandwidth.
yep. kasama lahat ng data na dumaan sa network ng globe papunta sa computer mo. meaning kahit legal browsing, kasama sa total downloaded data mo for the day. this includes FB pics, flash content, skype calls, email attachments, etc… basta galing sa internet.
medium quality youtube music videos are around 20++MB each.. so ilang oras lang naka 1GB ka na. pag naka wifi ka pa at shared among multiple users ang connection mo.. deads.

So in 30 minutes, makakanood ka ng around 10 Videos. Sabihin nating ang bawat isa is 60 MB, 10 videos is already 600 MB. which will leave you 400 MB’s left FOR THAT DAY. Siguro naman sa bahay ninyo, hindi lang ikaw ang nag-i-internet? Sa madaling salita, Kaya mong maubos yung DATA CAP mo in less than 3 hours. Eh paano pa kung may nag-o-online gaming sa inyo. FACEBOOK? bawat REFRESH mo ng screen download na naman ng DATA ang PC. Bawat Picture na tinitignan mo kumakain sa DATA CAP mo.

Sky Broadband does capping too. As I said above, bandwidth speed is nothing if you have a DATA CAP.
Actually all telcos does some form of capping. But of course NOT ALL will admit to it.
Subscribing to Globe Unlimited Surfing with this crappy fair-use policy is down right pointless. Globe shouldn’t have called it ‘unlimited’ if you cannot surf all day. I used this promo one time, and ended up using only three hours of the promo that day. So disappointing.

‘coz if that’s the case… i should had been disconnected… i breached 1GB/day… I have downloaded almost 2Gb in less than 2 hours and continuously downloading files at a rate of 21-25 kbps / file X 13 concurrent downloads = 260-300kbps
by the way i’m subscribed to 3Mbps.
It’s 8.1 not 13.
1 kBps (kiloByte per second) = 8.1 kb (kilobits per second). So 21-25 kBps X 8.1 = 170.1-202.5 kbps. That is your ACTUAL DOWNLOAD SPEED.
1 Mbps = 1024 kbps which in turn 3 Mbps = 3072 kbps.
Depending on your SYSTEM QoS UPLOAD/DOWNLOAD rate, say if the system gives you a maximum Download Speed Rate (which is usually not the case since your ACTUAL BANDWIDTH, in this case 3Mbps, is SPLIT between upload and download, U/D rate is pre-set by your ISP), your effective Download rate should be 379.26 kbps to your subscribed 3 Mbps SPEED.
It doesn’t matter kung 30 minutes mo lang gagamitin per day ang service mo. Yun eh kung may connection ka. Kung sa loob ng 30 minutes magamit mo na yung amount ng DATA CAP. Tapos na ang SPEED mo. Worse… mawawalan ka ng connection until your next cycle.

Ngayon ang posibleng mangyari, either babagal ang CONNECTION SPEED mo to PREVENT you from getting more data (useful or not)… or MAWAWALA ang BANDWIDTH connection mo entirely until mag-refresh ang system to give you YOUR DAILY ALLOTTED 1GB.
Ang tanong… Nasaan ang UNLIMITED USE doon? Mawawalan ng saysay yung “advertised speed” nila kung may LIMIT ang USAGE. Kung ganun din lang, huwag na nilang ipagmayabang yung speed kasi mabilis man ang speed or mabagal, sa sandaling magamit mo na yung daily DATA allotment mo regardless kung 30 minutes mo lang ginamit or sa isang maghapon ang connection. Tapos ka na for that day.
Kung FINITE pala ang Bandwidth nila, bakit sila nag-o-offer ng UNLIMITED use na over capacity ng system nila?
BANDWIDTH CAP => Scrapped as of January 2011.
DATA CAP => Loophole na gusto ng mga telcos na ipatupad.
FAIR USE POLICY => Para kanino? Para sa kanila siyempre. Yan ang SERVICE!
It will affect all subscribers no matter what plan as stipulated in their FAIR USE POLICY STATEMENT.
To wit:
The Globe @Home broadband service currently provides the following peak volume capacity depending on your plan:
* For WiMAX Prepaid: 1GB per account per day
* For WiMAX Postpaid 512kbps: 16GB-20GB per account per month
* For WiMAX Postpaid 1mbps: 21GB-25GB per account per month
If a customer exceeds the peak capacity, the following may be experienced:
* For WiMax Prepaid: service will be temporarily unavailable until end of day and will resume the following day.
* For WiMax Postpaid: slow browsing speed within the month.
Therefore, no matter what plan you are into, you are still subject to DATA CAP.
GLOBE is a money sucking Company! EVERYONE TRY THIS: Compare a registered 50 peso-unlimited tattoo stick and a tattoo with just a regular 20 pesos load. now try Loading any video like animes. You will see that the one with just 20 pesos loads faster, i tried this in a Bleach anime of 30mins HD usually take me just 15mins! and the speed ranges from 300kbps to the full capability bandwidth of 2mbps, averaging around 800kbps to 1mbps..(Note: This is not KB kilobytes per second, this is the kilobits per second- 384kbps is around 40 to 45KB kilobytes per second download). While using the registered unlimited Globe stick, you will notice a crappy connection, sometimes even dropped connection/endless loading time. Their system give preference to those who are not registered as unlimited, of course! 5 pesos per 15 mins compared to 50 pesos 24 hours?
The networks just don’t tell you that they can impose a data cap on people who use their connections excessively. Although I agree that having data cap or usage limit is unfair to most customers, I believe that it is also a good thing that they have this limit for their subscribers. Para sa akin, unfair naman kasi that you’re paying for your Internet connection then it just slows down because one or few users is causing a network congestion because of his/her excessive data usage. At least, if they impose a limit, their subscribers will know how to be fair to each other.

Dito sa palwan 20gb ang limit ng globe once na na consume mo yun…ung 64kbps na bandwith mo magging 30kpbs nlng……so for a regular user after 3 months or depende kung mahilig ka mag download….mabilis babgal ung net mo…..it really sucks to live in here when it comes to technology. …likas na sa kanila tlga na gawin to para mapilitan ka mag upgrade.. gusto ko sana i try ung 512kpbs na plan sa PLDT kaso karamihan ng mga kakilala ko na PLDT gamit lagi daw na DDC almost every two weeks for 1 week no connection..linktik naman…d mo man lng maramdaman ung 100kpbs…dati sa smart ganun…kaso onting ambon lng wala ng connection…..

1. iadvertise na nag bibigay sila ng ganitong speed na plan..
(ang hidden agenda: wag ipaalam na may limit ang sinasabi nilang unlimited na plan)
2. kumuha ng subscriber na labis sa kaya nilang suportahan para mas malaki ang kita.
(ang hidden agenda: dahil may capping masosoportahan nila ang lahat kaso kelangan na pabagalin ang ibang subscriber o tuluyang idiskonek para di halata na di nila kayang suportahan lahat thus ang miracle ng data capping)

ok isang tanong… so bandwidth is a finite source at talagang mas mababa ang sa atin dito sa Pinas… so ang bandwidth traffic ba ay ang amount ng volume na dumadaan sa linya o ang amount ng data na naacumulate mo?
well kaya ko naitanong kung ang cause ng internet traffic ay ang ammount of volume used ehh di bago palang dumating sa user ang packets of data ay naka shape o naka cap na… para lumusot sa 1mbps na subscribed connection ng user
pero kung ang traffic ay caused ng amount na accumulated data mo?? ang tanong ay paano nakakatrafic yun kung nasa pc mo na ang data at di naman nagbago ang volume ng packets na pinapadala sa iyo…
so bago pa lang tayo mag umpisang magbrowse limitado na agad tayo, bakit naiisipan pa ulit nila na icap ang data ngayon kung accepteble naman ang volume na pumupunta sayo? maliban na lang kung ang cause ng traffic ay ang accumulated data mo kasalanan mo talaga yun pero kung sa amount ng volume na pumapasok kasalanan na ng globe yun at ng iba pang ISP kung bakit sila nagbigay ng plan na may ganung volume kunong speed na di rin naman ma attain.. na nagcacause ng traffic bakit di na lang nila babaan?
