I think it was just a matter of time given the Intel jump.

For Apple, I think it was a product integrity issue. They would rather do this themselves than leave it to the hackers. At least they protect the integrity of their hardware.

This is nice marketing ploy by Apple.

I believe that this makes it easier for Apple newbies. They can have the comfort of knowing that they can boot to MS Windows at any time.

Then a few weeks down the road, the user will simply forget the MS Windows partition. Then a few months down the road, the user will be forced to erase the MS Windows partition to recover the space.
